'group of major administrative subdivision' vs 'aggregate of major adminstrative subdivision'

GEO has classes 'group of dependencies' and 'group of major administrative subdivisions'

OMRSE has classes (which will be obsoleted in the next release) 'aggregate of dependencies' and 'aggregate of major adminstrative subdivisions'.

The lowest BFO class for groups in GEO is 'independent continuant'.
The lowest BFO class for aggregates in OMRSE is 'object aggregate'.

QUESTIONS:
Are groups and aggregates the same kind of thing, or different?

If they are the same, how should we resolve this?
SUGGESTION: Since the OMRSE iri's need to be obsoleted anyway, I would suggest keeping the GEO iri's, and adding the annotations and restrictions from OMRSE. If we want them to modeled as BFO 'object aggregates', then we can change the labels.

If different, it would be helpful to have documentation in the annotations for groups.
